6. This issue of principle should be settled quickly since it is

intended to issue a statement on BN (O) passports in Hong Kong at the

time of the publication of the White Paper, which could be as early

as 17 October and no later than 23 October. The financial implications

which include the collection of United Kingdom consular fees for the

issue of the passports and the reimbursement to the Hong Kong

Government of administrative costs, are still under discussion with the

Treasury and Hong Kong. They will be the subject of a later sub-

mission once further details have been clarified.
