On tactics, Kuehn shared our view that the time had come for political input in Bonn; this should follow closely on completion of his own exercise. He planned to write to the Auswärtiges Amt in the German bag leaving Hong Kong on 25 October. The German bureaucracy would take a week to take an initial fix on his answers to their questions: one should not, Kuehn said, leave matters so long that conclusions became set in concrete. He thought that our Embassy might usefully go in on Bonn on about 7 November.

This makes sense to us and we should be most grateful if Chancery Bonn would act accordingly.
