Subject to your views, we propose asking Mexico City to approach the authorities on the lines proposed in paragraph 3 of Ms Sommerville's letter. Like her, I am not optiministic

that they would agree to extend the existing Visa Abolition Agreement to include all BDTCs, and that the proposed low- key approach is more likely to be successful.
