consular posts are appropriated-in-aid, but as from 1 April 1986 they must be surrendered to the Consolidated Fund as extra receipts (CFERs). It may then not be entirely straightforward for the Government of Hong Kong to retain some or all of the fees which they had collected for issuing passports on behalf of the Secretary of State and it might be more prudent to begin by assuming that in the special circumstances the Government of Hong Kong should be prepared to bear a substantial part of the cost of issuing passports to BN(0)s. But again we need to know what sums of money may be involved before we can consider further.
