which the CFP will be first introduced.

3. We decided to couple the CFP with the computerised,

machine readable passport on the basis that it made sense

to combine these operations if we could do so without undue

delay. I think it important that the commitment we made

should be honoured; and hope that the necessary resources

can be made available to enable us to begin issuing the CFP,

as we undertook to do, before the end of 1987. I hope that

we can arrange for passports to begin to be issued by the

London Passport Office by that date.
