Sweden Visa Abolition

Further to Mr Carter's memo of 11 June.

On the definition of "refugee", Mrs Granath said that the Swedish definition is similar to that of the UNHCR. However, in considering resettlement of Vietnamese refugees they restrict their targets to family reunification and ethnic Chinese who can speak Cantonese. They would also consider the refugee's reason for leaving his country, whether it is economic or political. In the latter case, the refugee stands a better chance of resettlement. problem lies with their procedure in granting refugees parole whilst their cases are being examined. This has resulted in a significant increase in the number of asylum cases. The number of asylum cases in 1983 was 6,000 but this has increased by about 100% to 12,000 in 1984. rate of increase in Denmark, so she said, were even higher but the exact figures were not available. Most people seeking asylum were from the Middle East, Eastern Europe, South Africa and Sri Lanka but because of their system almost anyone who throw away their documents and claim to be a refugee would have to be considered.
