We expect Hong Kong to change the format of the cover of their passports. We prefer that those issued to persons seeking BDTC passports would be cfp/mrp look-a-like; FCO (NTD) can insist on this if their Secretary of State is to exercise the Royal Prerogative. On the same basis, they can insist in the case of passports issued to BN(0)s.

From the point of view of immigration control it makes sense if the cover of passports issued to BN (0)s and BOCs are identical. We are not disposed to accept Hong Kong's view that the BN(0) passport should have 'The United Kingdom etc' in place of 'Hong Kong' and prefer instead that the cover show "British Passport" followed by the emblem and nothing else. No endorsement would be made as to immigration status. We would issue passports to other than UK nationals for EC purposes, from UK issuing posts and consular posts overseas, in the same format. If pressed to change this position and to include reference to the 'UK etc' this could only be on the basis that an endorsement subject to immigration control would be made on the passport.
