1. As you requested, I enclose a translation of the document handed over to us in confidence by the Auswärtiges Amt. I am afraid the part of my letter of 27 February dealing with this became garbled. It is as you will see a memorandum prepared by the German Embassy in Peking, not by the Chinese themselves. 2. I am copying this to Hong Kong Department in the FCO who may find it of interest.
