This is a refreshing attempt to solve this irritating problem. Mr Kuehn expects opposition on grounds of security and additional repatriation expenditure. Austrian experience will help him to demolish these illogical arguments. Subject to PA's views, I think that we should make fresh moves through our own diplomatic channels. Perhaps this might be done initially by Derek Jones from Brussels office. I understand he is about to visit HK for briefings.
