Mr. Lars Fredén, Vice-Consul of the Consulate- General of Sweden, called on me on Tuesday 26 March to discuss his country's visa requirements for HK BDTCS. At his request, I briefed him on the new nationality

arrangements and our preliminary ideas about issuing new BN (0) passports.

Mr. Fredén indicated that he would like to

persuade his Government to abolish visa requirements for HK BDTCS and is preparing a submission. It is probably

prometure at this stage for this to be taken up in capitals.

but you will wish to be aware of the points raised in our discussion.

I provided Mr. Fredén with a fact sheet on

visa requirements of European countries for HK BDTCs

(copy attached).
