minute, we have been working on the assumption that all
these categories would be issued with CFP type
passports identical to the CFP proper except that the
words "European Community" on the cover would be
omitted. Guidance was sent along these lines to the
Governors of Dependent Territories in March 1981 and

But, as the minute notes, there have been
developments.
There is a strong move in the European
Community for the reduction and, if possible, the
eventual abolition of controls at intra-Community
frontiers. The Brussels European Council in March 1985
endorsed the view of the People's Europe Committee that
there should be a reduction in frontier controls. It
agreed however that there was a valid distinction
between land frontiers on the one hand, and air and sea
entry points on the other and accepted that abolition
of frontier controls would only be possible to the
extent that it was compatible with the need to control
terrorism, drug smuggling, etc.
Despite these qualifications however the effort to
reduce the extent of frontier controls will certainly
