COMMON FORMAT PASSPORT: THE PROBLEM OF BRITISH

NATIONALS WITHOUT EC RIGHTS

Problem

1. The CFP will be introduced in 1987. By [date] we

need to decide exactly what type of passport should be

issued thereafter to British nationals without EC

rights.

Recommendation

2. I recommend that the Secretary of State should

minute the Home Secretary, and other interested

Ministers, along the lines of the attached draft.

Background and Argument

3. The Secretary of State commented on my submission

of 4 March that we should now begin to give serious

consideration to the type of passport which should be

issued to British nationals without EC rights when the

Common Format Passport (CFP) comes into use.
