CFP STYLE PASSPORT: BRITISH NATIONALS WITHOUT EC RIGHTS
1. Thank you for your minute of 26 March setting out the problem
for those without EC rights. Rather than answer your minute in
detail, I have drafted a submission covering a minute from the
Secretary of State to the Home Secretary.
2. As you will see, we have come to the conclusion that it will
not be possible politically for our Ministers to issue what would V
in effect be a second class passport to British nationals without
· EC rights. There are, however, possible risks in this decision
in terms of making it possibly more difficult for British nationals
with EC rights to benefit from any improvements in travel arrange-
ments within the European Community based on the CFP. It would
obviously be right to bring this point to Ministerial attention
before an irrevocable decision is taken.
3. I do not imagine that you and copy addressees will quarrel
with the conclusion that we have reached. It may therefore not be
necessary to have a meeting, as Mr Barrington originally proposed.
However I should be quite ready to attend if he nevertheless decides
that a meeting would be valuable.

One issue for decision is whether it would be right for the
submission to go up from Mr Barrington.
5. A meeting might also consider briefly how we ensure that the time- table for the introduction of the CFP does not slip beyond 1987.
