PASSPORTS FOR BRITISH NATIONALS WITHOUT EC RIGHTS

I have been considering what type, of passport should

be issued to British nationals without EC rights once

we begin to 'phase in the Common Format Passport (CFP)

in 1987. We need to take a decision on this reasonably

soon so that the necessary preparations can be set in

hand, Governors of Dependent Territories advised etc.

The attachment to this minute lists the categories

concerned and provides an estimate of the numbers in each

category.

Under the terms of the EC Resolution it would be

open to us to issue full CFPs to our nationals who do

not have EC rights. We could alternatively continue

to issue to them passports similar to those at present.

We have however been working on the assumption that all

these categories would be issued with CFP-type passports,

identical to the CFP proper except that the European

markings including the words 'European Community' on

the cover would be omitted. Passports issued in the

Dependent Territories (other than Falkland Islands)

would additionally be distinguished by having the name

of the Dependent Territory on the front cover in lieu
