HONG KONG: FORMAL DEVOLUTION OF AUTHORITY TO CONDUCT EXTERNAL COMMERICAL RELATIONS

1. I spoke to you today about our submission to Ministers which states, inter alia that we are researching into the extent to which Hong Kong has formally been given authority to conduct its external commerical relations. I asked if you could find out what, if anthing, was done in this context when the UK to the EEC.

2. I attach an extract from a note prepared for FCO officials' discussions with the then Govenor of Hong Kong on 24 November 1969. It mentions the possibility of some formal devolution of authority to Hong Kong upon UK entry to the EEC and might give you a useful starting point.
