I think that paragraph 5 needs to be filled out as far as we can. I do not know to what extent Hong Kong has exercised external commercial relations and I don't think that the point made by the Governor with regard to GATT is, of itself, sufficient to justify our asserting to Ministers or others the "long practice". What we need is some authoritative document describing or instancing what Hong Kong has done over the years. We could summarise
