to conduct negotiations referred to in paragraph 2 (a) or (c).

of this despatch and to keep the United Kingdom Government

informed of the progress of any such negotiations.

4. I should be grateful if you would acknowledge the

receipt of this despatch and confirm that you accept the

authority delegated in paragraph 2 of this despatch subject

to the stipulations set out in paragraph 3

which shall become effective on the date of receipt in the

Foreign and Commonwealth Office of your acknowledgement and

confirmation of acceptance,
