authority to negotiate and conclude agreements of purely local concern with any independent member of the Commonwealth in the Caribbean area or any other Associated State or any British colony in the Caribbean area or with such authorities in other neighbouring islands as the Government of Antigua may request and Her Majesty's Government approve;
authority to negotiate and conclude agreements for financial and technical assistance or of a cultural or scientific nature with:-
(i)
any independent member of the Commonwealth;
(8)
(ii)
the United States of America or such other countries as the Government of Antigua may request and Her Majesty's Government may approve; or
(iii) any international organisation of which the United Kingdom is a member;
authority to negotiate and conclude agreements with other countries whether multilateral or bilateral relating to emigration from Antigua to those countries and to emigrant labour schemes.
4. In addition Her Majesty's Government will give sympathetic consideration to any request by the Government of Antigua. for authority to take action on individual questions of external relations not covered by paragraph 3 of this despatch.

In view of the general responsibility of Her Majesty's Government for external affairs under the terms of the association agreed between Her Majesty's Government and the Government of Antigua, Her Majesty's Government's delegation of executive authority to the Government of Antigua to conduct the external affairs referred to in paragraph 3(c), (e), (f) and (g) of this despatch is made subject to the understanding that the Government of Antigua will inform Her Majesty's Government in advance of any proposal for the exercise of the delegated executive authority and will keep Her Majesty's Government fully informed of the progress and conduct of any negotiations relating to those external affairs. Any subsequent delegation under paragraph 4 will be subject to the same understanding.

Her Majesty's Government will inform the Government of Antigua if it shall appear that the actions or proposals of the Government of Antigua in the field of external affairs conflict with the international commitments, responsibilities or policies of Her Majesty's Government or if they are likely to lead to such conflict. The Government of Antigua have agreed that after consultation they will accept the decision of Her Majesty's Government in such matters.

Antigua
In furtherance of the interests of Antigua and of the association between the United Kingdom and
Her Majesty's Government will
(a)
(b)
endeavour to assist in the training of officials from Antigua who will be required to deal with matters connected with the conduct of external affairs and defence;
consider the inclusion of a representative of the Government of Antigua or of the Governments of the Associated States, either as an adviser or observer or in a similar capacity, in any United Kingdom delegation whenever a subject materially affecting the interests of Antigua or of the Associated States is being discussed in an international body of which the United Kingdom is a member; and
