HONG KONG : GATT AND CCC
1. In his minute of 24 April, Jonathan Powell asked for your comments on the first draft of a paper for Hong Kong's Executive Council on Hong Kong's participation in the GATT and the CCC. You should by now have seen Hong Kong telno 838 containing the text of a revised draft. Although basically the same as the first, there are some differences e g. para 5 expands the arguments in the original para 4; paras 8-11 develop the reasoning in the original para 7.

I should be grateful if you and copy addressees of this minute could comment as soon as possible on the revised draft paper. The presentation of the final version to Hong Kong's Executive Council is only the first of a number of steps we need to take to clear our lines on Hong Kong, the GATT and the CCC in good time for the first meeting of the Sino-British Joint Liaison Groun. Probably in July).
3. We have asked UKMIS Geneva and UKREP Brussels for their comments
on the revised draft. When these have been received, and worked into a coordinated FCO version, I shall send a copy of the paper to the DTI in case they have anything to add.

I shall be minuting separately to those concerned about the drafts of the three types of delcaration referred to in para 15 of Hong Kong telno 838. In this connection,
connection, I have arranged for a copy of Dame Anne Warburton's teleletter of 1 May to Tony Galsworthy to be
sent to interested parties.
