PS: Since dictating the above I have seen Rosemary Spencer's letter of 6th May to you. I agree with many of her detailed points, but not I fear with the suggestion that Chinese member- ship of the GATT would help us to advance our wider trade policy objective to strengthen the multilateral trading system.

We may have different views of what that phrase means. As my paragraph 6 above seeks to explain, we think it means maximising the extent to which its members keep its rules, rather than maximis- ing the membership as such.
