1. I attach a copy of Mr Fifoot's minute of 13 May which you might like to read again. Paras 1 3 are particularly relevant to the meeting.

2. Mr Fifoot's says that if we were simply to send the Governor a

letter of entrustment (his para 3) it would not alter the fact that, constitutionally, Hong Kong does not possess full autonomy in the conduct of its external relations. The question in his para 2 thus remains unanswered.

I told Mr Fifoot that we should be grateful if he could suggest, at the meeting, how we might resolve the apparent difficulty.
