2 I am grateful for your clarification on the distinction (or rather the absence of one) between "de jure" and "de facto" member- ship of GATT.

As far as I can see, the three draft declarations attached to your letter would serve their purpose well. But I should like to take the views of UKMIS Geneva before we finally send a "concerted" view to Hong Kong. I note that you did not copy your letter of 4 April to UKMIS. for his comments.
