Advice sought

20.

Members will be asked to advise

whether an approach should be made to HMG to make

declarations that Hong Kong possesses full

autonomy in the conduct of its external commercial

relations :

(a) under Article XXVI 5(c) of GATT

(b)

(which will automatically establish

Hong Kong's de jure position therein);

and

in CCC sponsoring Hong Kong's

membership therein,

in accordance with the procedure outlined in

paragraphs 11 and 14.

(The Commissioner of Customs and

Excise, MR. H.S. GREWAL, ED, JP, Director of

Trade, MR.N.W.H. MACLEOD, JP and the Principal

Assistant Secretary (Trade and Industry),

MR. P.K. KIANG, JP, will attend before the Council

for the discussion of this item.)
