Please refer to Christopher Humm's letter of 16 November 1984 to me. I enclose a copy of a memo from the Registrar-General to the Solicitor General setting out in brief the answers to the questions in Christopher Humm's letter under reference. I also enclose copies of the fuller note compiled in the Registrar General's department and referred to in para 1 of Mr Gleeson's memo. Finally, I enclose copies of a range of illustrative documents also compiled by the Registrar General's department.

I hope this somewhat indigestible mass will be of use. To my layman's eye, the crucial point appears to be that in para 2(i) of Mr Gleeson's memo, namely that none of these arrangements in any way affects legal title to the land which remains vested in the Crown, and could therefore be transferred to any statutory land authority, if one were created.
