* Basic Law drafting committee secretary- general Li Hou: Members of the drafting committee hope that the

consultative committee can be set up as early as possible. It is hoped that the HK members will actively organise it.

* Basic Law drafting committee member Qian Weichang: Since the Joint Declaration has

laid down a sound

foundation for the drafting of the Basic Law, the work will be accomplished if the members will widely and whole-heartedly seek the views of HK people.
