HK Daily News: We agree that the NPC should have the power to interpret the Basic Law. But the most important thing is HK's prosperity and stability must be preserved. The Basic Law drafting committee should widely seek local public opinion and include suitable representatives of HK people.

Tin Tin Daily News: The selection of HK representatives to sit on the Basic Law drafting committee should be based

on the consideration that they should have the interests of HK as well

as those of China at heart.

* Pro-China lawyer Dorothy Liu: The power to interpret the Basic Law should rest with NPC as well as HK's courts.

Hocking Wong of International Affairs Institute: Umelco members cannot take part in Basic Law drafting because of the question of "double loyalty". But former Umelco members and other elected councillors can sit on the drafting committee.

formulation of the Basic

Law is a touchstone of the concept of "one country, two systems". Therefore, the importance attached by the Chinese authorities to the Basic Law is in no way less than that of local

people.
