Financial Daily: It is surprising that the BLCC do not include any Exco member. The appointment of former Umelco member T.S. Lo suggests that he recognise and support the Basic Law and it remains to be seen whether he will contribute to the consultative panel. On the whole, the BLCC membership is balanced and fair, but one of its features is that it do not include too many pro-British elements. All BLCC meetings should be opened to the public and the media should be allowed to attend all the meetings.

HK Times: As interna- tional treaties should have priority over domestic laws, the Basic Law should be drafted in accordance with the Joint Declaration.

Ta Kung Pao, Wen Wei Po and the HK Commercial Daily: The BLCC membership included representatives from a wide cross-section of the community.

(report) BLCC members Mr Justice Yang: He will focus mainly on those parts of the Basic Law concerning the legal system and higher education.
