The Financial Daily: Umelco members should strengthen the constitutional affairs panel instead of rushing into setting up a Basic Law panel. Legco will have much more influence on the Basic Law in practice if it

concentrated on political developments before

1997.

Convenor of the Basic Law Auxiliary Consultative Organisation Edmund Chow: The Organisation hoped to set up branches in the 19 administrative districts throughout the territory to collect views on the Basic Law.

(report) A BLDC member: The setting up of a Umelco panel to discuss the Basic Law is not in

the interest of HK. If the plan is not dropped, he will mobilise BLDC members to discuss HK's pre-1997 arrangements as

a measure to counter Umelco discussion on the

Basic Law.

BLDC member Martin Lee:

To have BLDC members sitting on the BLCC will promote communication between the two committees. But BLDC

members should not become the chairman or members of the BLCC executive committee in order not to give an impression that they were playing a dominant role in the BLCC.
