* BLDC member Liu Yiu-chu: Legco has no right to discuss the Basic Law. The BLDC is a high-powered body under the NPC while Legco is at most a law-making body of the local authorities. It will be wrong to think that Legco should be above a central body of the sovereign state. BLDC members who are also Legco members should realise that the work of the BLDC is far more important than that of Legco, and should therefore give priority

to BLDC work over their Legco duties.
