difficult to exclude HK delegates to the NPC and CPPCC from the committee but there will not be a substantial number of these delegates on the committee. The composition of the drafting committee will be worked out by the Legislative Affairs Commission of the NPC Standing Committee, the
HK and Macau Affairs Office and the local
NCNA.
Vice-Chairman of NPC Standing Committee Peng Chong: The list of Basic Law drafting committee members needs to be discussed by various sides and so it is proposed that the list should be decided and announced by the NPC
Standing Committee after the current NPC session.

Man-kee: The preparatory
work for Basic Law drafting should be adequate and people from
various sectors of the HK
community should be
allowed to express their views to the drafting committee.
* NPC local delegate Yeung Kwong: It is hoped
that the drafting committee can have worker representatives and local lawyers.
* NPC local delegate Chuang Siah-ping: Contents of the Sino-British agreement have to be embodied in the Basic Law. The Basic Law should be simple but
must be clear and
comprehensive.
