Financial Daily: There is

a need to set up an SAR committee under the NPC to ensure that the NPC Standing Committee will properly execute its power to interpret the Basic Law in case conflicts in interests arise between the Central and the SAR Governments.

Wah Kiu Yat Po: It is

natural that the power to interpret the Basic Law should rest with the NPC

but a clear line should

be drawn on the limit of the NPC power in this area. The NPC should have power over military and diplomatic matters but the power to interpret the provisions

Basic Law drafting committee who are local NPC/CPPCC delegates will be selected through consultation. The list of local delegates will first be drawn up by NCNA HK branch, the HK and Macau Affairs Office and NPC Legal Committee.
