Drafting committee member Maria Tam: The working procedures of the BLCC should be decided by BLCC members themselves and written into the standing orders of the BLCC. The BLCC should be morally accountable to HK people but there will be difficulties in setting down this in black and

white in its constitution.

Li Wai-kit of the HK Affairs Society: The contents of BLCC meetings should be made public to ensure the accountability of the committee.

BLDC member Dr Ma Lin: People should not be too meticulous about the wording of the draft constitution of the BLCC. A common wish of the local population is that the Basic Law will be based on the Joint Declaration and will

maintain HK's prosperity and stability.
