Researcher at CU's Centre for Contemporary Studies Zhang Xin: There should be strict and definite procedures for amending the Basic Law.

Political commentator Lee Wai-kit: Because of the confusion over the interpretation of the

term "consultation", the Basic Law should include detailed guidelines on the consultation

procedures.

HKU law lecturer Johannes Chan: HK should start devising a Bill of Rights to be incorporated into the Basic Law.

Miss Iris Tsang of the HK Christian Council: There is no need to include a comprehensive Bill of Rights in the Basic Law. The Basic Law should only state certain important areas which are not covered by the common law or the Joint declaration, such as the

rights to inheritance and the freedom of travel.
