Bar Association chairman Denis Chang: The Basic Law is drawn up on the basis of the Chinese Constitution but is not part of the Constitution. Therefore to give HK SAR

courts the power of interpretation will not violate China's sovereign right over HK. NPC, too, should have the power of interpretation but under the principle of "one country, two systems" and bearing in mind China's promise to give HK a high degree of autonomy, China should let HK interpret the Basic Law.
