Drafting committee member Cha Chi-ming (in a series of articles): The central government should seek the consent of the SAR government if it wants to amend the Basic Law. Conversely, if the SAR wants to amend the law, it should get the nod of the central government. But in both cases, the amendment should first receive the consent of the proposed Advisory Council.
