NC NA deputy general secretary Mao Junnian: The constitution for the Basic Law consultative committee will be made public after it is endorsed by the 25 drafting members in HK.

The consultative panel should comprise 150 to 200 members, 20 per cent of whom should come from the labour sector.

HKU law lecturer Albert Chan: The procedure adopted by Legco to debate a new bill can be used as a reference for the consultative committee to decide how

it should operate when a draft of the Basic Law is ready for public debate.

The HK Journalists'

Association: The Basic Law should include detailed provisions for the maintenance of press freedom. The HKJA should be consulted as drafting members Louis Cha and Fei Yimin, though drawn from the news media, should not be regarded as representatives of working journalists.
