suggestions to the relevant bodies.

Financial Daily:

Administrative reforms in HK and the formulation of the Basic Law will not and cannot go beyond the confines laid down by the Joint Declaration. As

most of the HK members on the drafting committee will directly or

indirectly involve in the administrative reforms, it is unlikely that a Basic Law which will

sweep away the foundation of HK's administrative

structure and the

policies set down by the Joint Declaration will

emerge.

Septentrio Academy: A constitutional committee comprising experienced judges from HK's Supreme Court and China's Supreme People's Court should be set up to interpret the Basic Law.
