The Basic Law can resolve these problems. Once the Basic Law

is formulated, all problems can be resolved.

What is the ultimate aim of the Basic Law?

The ultimate aim is to maintain Hong Kong's stability and prosperity,

and the Basic Law is geared for that purpose. We do not wish to see turbulences in Hong Kong because no one will stand to benefit.

In your opinion, is it likely that there will be turbulences in

Hong Kong?

For small turbulences, it is hard to say, but I think there will not be big turbulences. Not only do the Chinese and British govern- ments wish that Hong Kong remain stable, many countries including the USA and Japan wish the same. Last year when I visited France

and Italy, people there also showed their concern for Hong Kong. The policy adopted in Hong Kong has won worldwide acclaim. People of various quarters in Hong Kong feel that it is pretty good to
