Public housing tenants would of course oppose the recommendations in the Green Paper. As the majority of people live in public housing, what would happen if a vote is taken on the Green Paper through the "one man, one vote" system? Naturally most HK people would be against the rent increases. Under the same principle, would you agree that only taxpayers should be consulted before a tax increase bill is passed? If such a move is adopted, taxes would undoubtedly not be raised. I am not saying that the one man, one vote" type of democracy is not a good way to solve problems. But I think we have to take note of the shortcomings of such a system and the damage that might be brought about in the process of promoting the one man, one vote" democratic system. I have all along been saying that HK should think twice before adopting such a system.
