(iv) The constitution will provide the machinery for taking the political decisions on government policy. The impact of these government policies on the people of Hong Kong will depend on the ability and efficiency of the civil service. Article IV of Annex I to the Agreement sets down the basic requirements for the continuity of the civil service. It is most important that civil servants of all nationalities should continue to be strongly motivated with both job security and job satisfaction. Should their motivation be eroded, the capable will leave and those remaining will be tempted to work only for their own ends.
16. Based on these premises an outline constitution is presented below. The outline is consistent with the Joint Declaration. In the Hong Kong Special Administrative Region the chief executive is given the title of "Governor". In addition there is a Chief Minister together with Ministers and Deputy Ministers who will exercise executive powers in control of departments of government.
17. The Governor will be required to play two roles:-
(i) as the representative of the Central People's Government in respect of those powers exercised by the Central People's Government in the Special Administrative Region in foreign and defence affairs;
(ii) as the head of administration of the Special Administrative Region with duties described below, he will be responsible for internal security, and the management of the civil service, the police and the Independent Commission Against Corruption.
