Here is the Cha paper on policies and constitution. The ideas in the policies part were mine but what Cha really wanted was a constitution. This he produced and my function was to draft, to ensure consistency, and, to a certain extent, compliance with the Agreement - though with some pretty broad interpretations.

When the draft had got somewhere near presentable shape Cha took it home for a weekend and produced a translation. Of course in the process he had new ideas and I amended the English accordingly. Then he had more ideas and I did too. The two versions are more or less the same but I am there are differences. Not too much should be made of these as at the last moment we did not really have time to get them both identical. I understand that there is an English translation of the Chinese though I have not seen it.

We were not really drafting for any particular forum but when we had started on it Cha was appointed to the Drafting Committee. He thought we should get on and clear it with N.C.N.A. before the Committee met in Peking. So this is what he did. In due course the Chinese version was distributed at the Drafting Committee meeting. It was apparently the only paper of substance and Cha made quite a statement when he tabled it.

Cha himself is well connected in China (I mean related to the President). He is apalled at what one man one vote has brought to Nigeria, where he has substantial operations. He does not want the same to happen in Hong Kong.

I sent a copy to Peter Williams on 8 July so I should have thought the F.C.O. would have had it by now. I suppose it derives its importance from Cha's connections in China, where relations mean more than they do to Rabbit in "Winnie The Pooh".
