can make its own suggestions or invited suggestions from the public. For example, the Sino-British Joint Declaration has not specifically provided for the future political system of Hong Kong and the Basic Law Consultative Committee can make related suggestions. Enjoying a relatively more detached status, it can adopt a relatively more liberal attitude and present all kinds of views. With its establish- ment, the authorities concerned will have more chances to listen to the opinions of the people of Hong Kong. In my own view, the Basic Law Consultative Committee should preferably be of non-governmental nature. Instead of personages on the mainland side, some Hong Kong side members of the Basic Law Drafting Committee should be entrusted with the task of making preparations for the establishment of the consultative committee. After the announcement of the Basic Law Drafting Committee's membership list, an establishment general meeting should be held and problems concerning the consultative committee should be discussed in the meeting. To sum up, the consultative
committee will not be a subsidiary of the Basic Law Drafting Committee. It will be independent, on equal footing with the
latter and of non-governmental nature.
