Some people worry that there will be too many reforms
after 1997, which will affect the interest of the capitalists, leading
to a re-distribution of wealth in the community. From what we can see,
it is possible that the interest of the capitalists can be safeguarded
under a relatively conservative political set-up. It should be noted
that in the list of Vice-chairmen from Hong Kong, Mr FEI Yi-ming's
name is placed behind Mr T.K. ANN and Sir Y.K. PAO. Mr T.K. ANN who
heads the list, is a former member of the Legislative and Executive
Councils appointed by the Government, and is therefore familiar with
the operation under the existing system. This shows that Beijing
attaches much emphasis to maintaining Hong Kong's existing system.
It is likely that the key figures who are going to rule Hong Kong
under the self-rule formula will be former members of the Legislative
and Executive Councils like Mr T.K. ANN, and will definitely not be
someone of the style of Mr FEI Yi-ming.
Zhejiang Natives Make Up One Fourth Of Membership
Many (Hong Kong) members of the Drafting Committee
are Zhejiang natives. Whether this is a matter of coincidence or
by special arrangement deserves some consideration. Mr T.K. ANN,
Sir Y.K. PAO, Dr MA Lin, Mr CHA Chi-ming, Mr Louis CHA and Mr Raymond WU are all natives of Zhejiang Province, taking up one fourth of the membership of the Hong Kong side. Among the local population, Zhejiang
natives are definitely not up to one fourth of it.
We think of the following reasons: (1) Zhejiang
natives are intelligent by nature and are good at business and academic studies. A large proportion of them are successful. (2) They are
far-sighted and quick at spotting a changing situation and responding
to it. (3) The political leaders who take power in the Taiwan
government are mainly natives of Zhejiang Province. Beijing attaches
importance to the Zhejiang people in Hong Kong so that they can act
as a bridge for communication with Taiwan.
