The

Governor's principal responsibility will be to maintain stability

and to represent the Central Government. The responsibilities

of the Chief Minister and his Executive Council will be to

promote prosperity in accordance with the mandate they have

received from the electorate. Between the two there will be

a Security Committee performing a co-ordinating role.

This proposal is put forward on the basis of the

existing system of government in Hong Kong, the principles

of the Joint Declaration and the need to maintain stability

and prosperity.
