Consultative Committees at various levels. In Britain

there is the House of Lords.

Whether or not this system is sound will depend

in part on the traditional spirit [of respect for the

elderly] or on the detailed provisions to be made. When

the Governor nominates people [for appointment], he should

choose [his nominees] from those people who are publicly

recognised as successful and who are no longer involved in

day-to-day affairs. Thus the choice will be somewhat

limited. It would seem a bit risky for the Basic Law

to have to rely on tradition, but good traditions are

everywhere to be found. The reputation of the nominees

and public reaction will have a very significant effect

on [the maintenance of] the traditional spirit.

An important function of the Council of Advisers

is to play a role in amending the details of the Basic

Law. Apart from the general principles and contents of the

Sino-British Joint Declaration, which cannot be amended, the

detailed contents of the Basic Law will inevitably have

to be amended from time to time. There are two channels
