The Council of Advisers

19.

The Council of Advisers should be composed of

advisers to the Hong Kong Government. The Advisers should

be qualified and eminent Hong Kong people, such as retired

members of the Executive and Legislative Councils, professional

persons in the fields of trade, industry, finance, law,

education, etc. and eminent persons from various other

sectors. serving members of the Executive and Legislative

Councils should not concurrently be Advisers. Generally

speaking, the Advisers will mainly be retired persons or

senior citizens, but this should not be a necessary

requirement.

20.

The Advisers will be nominated by the Governor

and appointed upon approval of the Central Government.

They will serve for life and there will be no limit on

numbers.

21.

The Council of Advisers may be established before

1997. If this is done, however, the British Government

should obtain the Chinese Government's prior approval

before approving nominations made by the Governor of Hong

Kong. The provisions of paragraph 3(b) of [Annex II to the

Joint Declaration dealing with the Sino-British Joint

Liaison Group can apply.
