needs to be some stipulation of the method of

[conducting the "elections" provided for in

Section I of Annex I to the Joint Declaration.

We therefore propose the addition of a Council

of Advisers, in addition to the Executive

and Legislative Councils, to strengthen

continuity and stability.

(iv) The Basic Law should provide a complete

and independent public service system to ensure

that civil servants can function carrying out

with

the work entrusted to them by politicians

their hearts at ease. There already are provisions

for this in Section IV of Annex I to the Joint

Declaration. However, apart from [pay and]

conditions of service, we should provide them

with the satisfaction derived from responsibility

and authority; otherwise the good people will

leave us.

Underneath the Chief Executive of the Hong Kong

SAR (let us still call him the Governor, (same below), there

should be established a Chief Minister who, together with his

Ministers and Deputy Ministers, will exercise general authority.
