32. The Governor will be the representative of the Chinese People's Government in the Special Administrative Region. As such he will carry out instructions relating to foreign and defence affairs given to him. Armed forces and other staff of the Chinese People's Government stationed in the Special Administrative Region would be answerable to him, and he to the authorities in Beijing.
33. In addition to the police force, which will be a force of the Special Administrative Region, there would probably need to be military forces to assist them. These forces could be developed from the auxilliary forces now in Hong Kong and be composed largely, though not necessarily entirely, of Hong Kong people. They could be sent outside the Special Administrative Region for part of their training in other parts of China. They would become a part of the People's Liberation Army. When in the Special Administrative Region they would be under the ultimate command of the Governor who is the representative of the Chinese People's Government.
34. It will be necessary to appoint certain diplomatic and other staff of state departments to Hong Kong from Beijing. They will need to maintain direct communication with the authorities in Beijing but they will be under the ultimate control of the Governor as the representative of the Chinese People's Government in the Special Administrative Region.
35. The Governor will exercise powers of appointment, promotion, and discipline of the judiciary, the civil service, the police, and members of the Independent Commission Against Corruption in accordance with the provisions of Articles III and IV of Annex I to the Joint Declaration.
36. In addition to his responsibilities for defence, where the Governor will be acting on instructions from the Chinese People's Government, he will also be responsible for internal security. The Commissioner of Police and the Commissioner Against Corruption will answer to him. As will be seen below, the exercise of these powers will require the establishment of special machinery for liaison between the security authorities and the executive arm of the government of the Special Administrative Region.
