On the afternoon of 5th July, Chairman JI Pengfei made a

concluding speech at a meeting of the full session on the basis of

all the views expressed, and announced that the first session of the HK SAR's Basic Law Drafting Committee was concluded successfully.

The session fully developed a democractic style of work, in which members kept an open mind, expressed their own opinions, and reached unanimous viewpoints on the main issues discussed through

consultation.

In group discussions and at the full session, members raised

many constructive suggestions regarding the work of the Drafting Committee

and the contents of the Basic Law. Members endorsed Chairman JI Pengfei's proposals and tentative ideas on the general programmes of the drafting work, and regarded it appropriate that the Basic Law of the PRC's HK SAR

should be submitted to the NPC for examination and announcement in the first

half of 1990. Members have indicated their determination and confidence

to draft, on the basis of the "one country two systems" principle, a

HK SAR Basic Law which can meet the wishes of the whole population of China including Hong Kong compatriots.

The session agreed unanimously that it was essential to set up in Hong Kong a non-jovernmental and widely representative Basic Law Consultative Committee and decided that the 25 Hong Kong members should be

entrusted with the organization work.

The second full session of the HK SAR's Basic Law Drafting

Committee is scheduled to be held in March 1986.
