method of the drafting committee and on the preparation work to be done from now on to the second full session to be held in the first quarter next year.

The focal topics of the second full session of the drafting committee are to study and establish the framework

of the Basic Law and the major contents to be included. Menawhile, topical discussions will be carried out s0

as to facilitate the drafting work. It is hoped that from now

on up to the time before the second full session, all members

would make the best use of their time and concentrate their

efforts on investigation and study, and make good preparation

for the future drafting work and the second full session.

Drafting committee members from Hong Kong may consult the local opinions of all quarters through various channels,

including consultative bodies.
